Bill Kimble (Chairman & Chief Executive Officer, C2AE)
Bill assumed the Chairman, President and Chief Executive Officer role for C2AE in early 2010, where he oversees and coordinates the firm’s business, strategic and technical activities to ensure that C2AE provides quality services to our valued clients. Bill is a Principal of the firm and is an active board member and supporter of various community groups surrounding the Greater Lansing area.
With the firm for over 20 years, Kimble has performed several roles, most recently as the President and Chief Operating Officer, where he was responsible for the firm’s project staffing, operating standards, and staff training & development, while also serving as the Director of the Civil/ Transportation team. Bill specializes in complex sewer system evaluations, design and construction as well as wastewater treatment facility studies and design.
Bill is a registered Professional Engineer in the states of Michigan, North Carolina, South Carolina and Tennessee. He received his Bachelor of Arts in Physics from Kalamazoo College and his Bachelor of Science in Civil Engineering from Wayne State University.
Pat McRae (Director, International Programs – Prima Civitas Foundation)
Patrick McRae has recently joined the Prima Civitas Foundation as the Director of International Programs. He brings deep global experience to the position; most recently as a Foreign Service Officer with the U.S. Department of Commerce’s U.S. & Foreign Commercial Service.
While at Commerce, Patrick spent his first year in New Orleans spearheading a global inbound investment initiative for reconstruction and investment in the post-Katrina Gulf Coast Region. He then spent six months at the U.S. State Department’s Foreign Service Institute in the Spanish Language & Regional Studies Immersion Program, then served at Commerce headquarters in Washington, D.C. before accepting an assignment as an International Trade Specialist at the Grand Rapids, MI Export Assistance Center.
The majority of Patrick’s career has been in the private sector and includes 18 years of international business experience ranging from global aviation management to security and business consulting in the former Soviet Union to international market development in the construction and building materials sector. Countries of primary experience include Russia, Hungary, S. Korea, Turkey, Mexico, The Philippines, The U.K., New Zealand and Japan. As a deputy leader of the International Trade Administration’s Global Design & Construction Team, Patrick has also focused on developing projects for U.S. firms in Iraq and throughout the Middle East.
Born and raised in Michigan, Pat has a B.A. in Russian & East European Studies and a varsity letter in wrestling from The University of Michigan and an MBA in International Management from The Thunderbird School of Global Management in Glendale, AZ. He has recently retired (semi-intact) from a 20-year rugby career, which included playing for clubs in London, Washington DC, Traverse City, Phoenix, New Orleans and Midland, MI.
Tremaine Phillips (Chief Program Office – Prima Civitas Foundation)
Tremaine is currently the Chief Program Officer for the Prima Civitas Foundation. In this role, Tremaine manages PCF’s vast project portfolio while also acting as the project lead for the organization's ongoing global attraction, investment and export initiatives.
A graduate of Michigan State University, Tremaine earned a degree in Environmental Economics and Policy, and specializations in both Geographical Information Systems and Environmental Studies.
Upon graduation, Phillips was honored with the distinguished Richard Lee Featherstone Award for his leadership and intellectual curiosity outside of the traditional university curriculum.
Prior to his employment at Prima Civitas, Tremaine worked as the Energy Program Associate for the Michigan Environmental Council and as the Assistant Deputy Director for the Michigan Dept. of Energy Labor & Economic Growth.
In 2010, he was one of ten mid-Michigan young professionals to receive the Lansing Regional Chamber's 10 Over the Next 10 award.
Additionally, Tremaine is a past fellow of MSU's Climate Change Leadership and the Michigan Environmental and Natural Resource Governance programs.
Victor Saroki (President and Founder – Victor Saroki & Associates, Architects PC)
Victor Saroki, FAIA is the president of Victor Saroki & Associates Architects, an award-winning architecture and interiors firm in Birmingham, Michigan since 1983.
Victor was admitted to the College of Fellows of the American Institute of Architects in 2000. With over 25 years in business, his firm has earned over 60 design awards including the AIA Michigan Firm of the Year in 2007. Victor was also the Birmingham-Bloomfield Chamber
Business Person of the Year in 2000, recipient of the Distinguished Architecture Alumni Award from LTU in 1998 and the Young Architect of the Year from AIA Detroit in 1994.
A graduate of the College of Architecture & Design at Lawrence Technological University, Victor received a Bachelor of Science in 1979, a Bachelor of Architecture in 1980, and was conferred an Honorary Doctorate of Architecture in 2008.
Focusing on his firm, Victor oversees all of the diverse work with projects including retail, hospitality, mixed-use, multiple residential and custom residential; works include the Royal Park Hotel, Birmingham Theater, ABC Harley Davison, Tribute Restaurant, Shenandoah Country Club, Plum Markets and The District Lofts.
Active in the profession and the community, Victor currently serves on the Board of Trustees at LTU and is this year’s President of AIA-Michigan. He was also Past President of AIA-Detroit. He also serves on the Board of Directors for the Chaldean Community Cultural Center, and is an active member of the International Council of Shopping Centers and the Urban Land Institute.
Victor has been an invited speaker and a juror to LTU, The University of Michigan, University of Detroit-Mercy, Cranbrook Academy of Arts, Birmingham-Bloomfield Art Center and the Michigan Design Center. He has participated in many AIA juries including and the National Interiors Jury. As part of the National AIA program, Victor chaired the AIA-Detroit 150 year “Blue Print for America” committee.
Extending his expertise to the community, Victor has served as a past board member with the America’s Thanksgiving Day Parade, The Birmingham Community House, and the Birmingham YMCA.
Victor and his wife Michelle started the firm together in 1983 and Michelle still plays an active role in marketing the firm. They currently live in Birmingham and have two children.
Steve Webster (Chief Executive Officer – Prima Civitas Foundation)
Fairly certain that extraordinary times call for extraordinary measures, and being generally impatient, Steve believes passionately in the practice of Disruptive Economic Development, particularly during a period of extended “white water” economic change. He’s been known to say, “When the plane is heading into the ground, a trimming of the rudders simply moves the crash site.” Steve has accumulated 38 years of leadership experience in the development of public policy, effective strategies and innovative programing. Including 14 years as a senior administrator, culminating as the Associate Director of the House Fiscal Agency, in the Michigan House of Representatives. And, serving 24 years as a university officer reporting directly to the President of Michigan State University. Steve will share with anyone who will listen that he has learned more from the young, smart and global staff of the Prima Civitas Foundation than at any one of his previous career stops. Steve and his wife, Linda have “dual citizenship” with homes in both Michigan and Minnesota.
